9 reading-rooms and 2 Circulation Desks of two buildings, which constitute a whole complex, are at readers’ disposal.
The Old Building was constructed for the Library in 1914, in a project of the architect А.D. Kryachkov in the style of neoclassicism. The New Building was built in a project by the architect E.I. Dreisin in 1978.
The halls of the New Building are decorated with wall paintings of the famous artist V. Kulakov on topics and personages of history, science, and art. The passage from the new building to the old building is decorated with stained glass windows made by the artist N. Navros.
In 2017 a brach library was opened - the Library of the Institute of Economics and Management on 12, Naberezhanaya Reki Ushayki, 2nd floor.

Every reading room has its fund and reference editions.
The New Building is a tall building located to the south of the Old Building with the library signage over the main entrance.
The Old Building is located on Lenin Avenue. Visitors can access it from the New Building (small sky bridge) or through the main entrance on Lenin Avenue during special events.
