9 reading-rooms and 2 Circulation Desks of two buildings, which constitute a whole complex, are at readers’ disposal.
The Old Building was constructed for the Library in 1914, in a project of the architect А.D. Kryachkov in the style of neoclassicism. The New Building was built in a project by the architect E.I. Dreisin in 1978.
The halls of the New Building are decorated with wall paintings of the famous artist V. Kulakov on topics and personages of history, science, and art. The passage from the new building to the old building is decorated with stained glass windows made by the artist N. Navros.
In 2017 a brach library was opened - the Library of the Institute of Economics and Management on 12, Naberezhanaya Reki Ushayki, 2nd floor.

Each reading room has its subordinate fund and reference editions.
Each reading room has a copy machine.
On the ground floor of the New Building:
- A bookstore and that also features souvenirs
- A Café with hot food, snack foods and drinks
- The cloakroom, where users are to leave their coats
- The Reader Registration Sector, were users may get a reader card
- The admittance to Library with readers card, and security
The New Building is located to the south of the Old Building, and is reached by the main entrance steps of the Library.
The Old Building, whose front doors are on Lenina Prospekt, is best reached by the sky bridge from the New Building.
Restrooms are located on the 1st floor of the Old Building and behind the 24/7 Information Center, and an additional women’s restroom is on the 2nd floor of the New Building.
It is prohibited to smoke inside the library.
